An Advisor in TRAI is a senior-level officer responsible for formulating, implementing, and monitoring telecom, broadcasting, and digital communication policies and regulations. They assist in strategic decision-making, regulatory frameworks, market monitoring, and consumer protection initiatives.
Advisors lead specific divisions such as Mobile Services, Fixed Networks, Quality of Service, Consumer Affairs, Broadcasting & Cable Services, Information Technology, Finance & Economics, etc.
Key Responsibilities:
- Policy Formulation and Implementation:
- Draft and review telecom and broadcasting regulations.
- Recommend policy changes to ensure fair competition and consumer protection.
- Prepare consultation papers, recommendations, and regulatory frameworks.
- Research and Analysis:
- Conduct studies on market trends, technology developments (5G, OTT platforms, data privacy, etc.).
- Analyze telecom tariffs, quality of service parameters, and market performance.

- Liaise with other government bodies like the Department of Telecommunications (DoT), Ministry of Information and Broadcasting (MIB), and international regulatory organizations.
- Internal Management and Team Leadership:
- Lead teams of Assistant Advisors, Analysts, and Officers.
- Supervise project management, policy drafting, and administrative activities within the division.
- Technology and Digital Communications Oversight:
- Stay updated on new technologies (AI in telecom, IoT regulations, broadband initiatives).
- Advise on policy matters concerning cybersecurity, net neutrality, and spectrum management.
