Job Title: Full-Time Specialist

General Purpose of the Role:
Full-Time Specialists are recruited to bring domain-specific technical, legal, financial, or environmental expertise to support the planning, execution, monitoring, and policy-level decision-making of the port’s strategic and developmental initiatives.
These roles are crucial for supporting modernization, public-private partnership (PPP) projects, and regulatory compliance under the Ministry of Ports, Shipping and Waterways (MoPSW).
Core Responsibilities (Depending on the Specialty Area):
Technical / Engineering Specialist:
- Assist in the planning and execution of infrastructure projects such as berths, terminals, dredging, and port connectivity.
- Prepare technical reports, cost estimates, DPRs, and tenders.
- Evaluate proposals and ensure compliance with engineering and safety standards.
- Conduct site inspections and ensure quality control and timely delivery.
Legal Specialist:
- Draft, vet, and interpret contracts, concession agreements, lease deeds, MoUs, etc.
- Ensure compliance with port laws, maritime regulations, and PPP frameworks.
- Advise on dispute resolution, litigation, arbitration, and internal policy formulation.
- Represent the Port Authority in legal forums as required.
Financial Specialist:
- Conduct financial analysis, forecasting, and modeling for port projects.
- Evaluate PPP project proposals, viability gap funding models, and tariff structures.
- Oversee compliance with financial regulations, cost audits, and revenue performance.
Environmental Specialist:
- Ensure adherence to EIA norms, CRZ regulations, and sustainability guidelines.
- Conduct environmental risk assessments and prepare mitigation plans.
- Coordinate with pollution control boards and environmental agencies.
- Lead the port’s green initiative efforts (e.g., waste management, energy efficiency).
Project Management Specialist:
- Oversee project lifecycle management – from planning to commissioning.
- Coordinate with internal departments, consultants, contractors, and government bodies.
- Monitor timelines, budgets, deliverables, and risk management frameworks.
- Report progress and escalate project-level issues as necessary.
